100 Medical Officers, Specialists; Consultants Among Those Terminated
Srinagar- In what seems to be a major action against the doctors over dereliction in duties and misuse of government jobs, the Jammu and Kashmir administration Monday sacked 112 doctors, including specialists and surgeons for their “unauthorized absence” from duties.
In a series of orders issued by Principal Secretary for Health & Education department, Manoj Kumar Dwivedi, 112 doctors have been terminated, 100 among them Medical officers, four B-grade specialists and eight others Consultants and Dental surgeons.
The Government order has also noted that cases of these “doctors have been examined thoroughly in the department in view of the rule position governing the subject and it has been found that since these doctors have not resumed their duties despite notices issued to them and this act on their part is a voluntary act and they are liable to be discharged from services on account of unauthorized absence from duties for more than five years”.
“Now, therefore, in terms of Article 128 of J&K Civil Services Regulation, Vol-I, the services of following Twelve (12) un-authorizedly absent doctors are hereby terminated…” reads one of the orders.
According to the orders, the now terminated doctors were given notices to resume their services by the Director health Services Kashmir & Jammu and Administrative Department. However, the order noted, these doctors neither replied to notice nor reported back for duties.
Notably, in the four orders, the J&K Government has invoked Rule 25 (2) of J&K Civil Services Leave Rules, 1979, Article 128 of J&K Civil Services Regulations Volume-I, Article 113, Rule 21(1) of the Jammu & Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956 read with Rule 4 (b) of the Jammu and Kashmir Probationer (Condition of Services, pay and Allowances) and Fixation of Tenure Rules, 2020, to terminate these 112 doctors.
Out of the 112 terminated, 12 doctors have been terminated for their “unauthorized absence” during probation period while the 100 others have been terminated for staying away from work for the duration of 2 to 17 long years. The order has also mentioned that among the 112 terminated doctors, 11 doctors are those who have remained absent from work since 2005.
It is pertinent to mention here that the termination orders have come into effect against two separate communications forwarded to the J&K Government by the Director Health Services Kashmir and Director Health Services Jammu in 2020, intimating that several doctors of the Health and Family Welfare Department had resorted to unauthorized absence from their duties.
