SRINAGAR The 2009 topper of the UPSC civil services Shah Faesal on Wednesday resigned from civil services and is set to take a plunge into politics.
He gave diverse reasons to quit and includes unabated killings in Kashmir and marginalization and invisiblization of around 200 million Indian Muslims at the hands of Hindutva forces reducing them to second-class citizens.
He also cited lack of any sincere reach-out from the Union Government, insidious attacks on the special identity of the J&K State and growing culture of intolerance and hate in the mainland India in the name of hypernationalism.

I wish to remind the regime of the day that subversion of public institutions like RBI, CBI and NIA has the potential to decimate the Constitutional edifice of this Country and it needs to be stopped. I wish to wwill need to end if we wish to usher in true democracy, he said, adding, I am thankful to my family, friends and well-wishers for supporting me in this amazing journey in IAS. One of my important tasks here-after will be train and guide aspiring civil servants to help them in achieving this dream.
The first civil services topper from Kashmir said he will be addressing a press conference on Friday to share his future plans.

He is likely to join the National Conference. National Conference president and former Jammu and Kashmir Chief Minister Omar Abdullah in a tweet said: The bureaucracys loss is politics gain. Welcome to the fold @Shah Faesal.
However, he later said, Actually, I welcomed him to the fold of politicians. His future political plans are his to announce. So far, no official announcement has been made by either the National Conference or Faesal himself.
Faesal submitted his resignation and a senior official of General Administration department confirmed that they had received the letter.
The 35-year-old had topped the civil services exam a decade ago in 2009 and became the first Kashmiri to achieve this feat. During his short stint with the government, Shah served in various capacities as Director Education Kashmir, deputy commissioner Bandipora and the managing director of the Jammu and Kashmir Power Development Corporation.
Omar Abdullah has supported Shah Faesal on social media more than once, particularly when Faesal was trolled for his blunt remarks. He was as scathing in his Facebook post announcing his decision to resign.
I wish to reiterate that voices of reason in this country cannot be muzzled for long and the environment of siege will need to end if we wish to usher in true democracy, he wrote.
Faesal, from Kupwara district, got into trouble with the government last year and was issued a show-cause notice for tweeting a comment on a story of a man raping his mother.

In August last, he said repealing of Article 35A of the Constitution would end Jammu and Kashmirs relationship with the rest of the country. I would compare Article 35A to a marriage-deed/nikahnama. You repeal it and the relationship is over. Nothing will remain to be discussed afterwards, he said in a tweet.
Lets not confuse the issue. Sovereignty and integrity of India cant be challenged. Not at all. But the Constitution has kept some special provisions for J&K state. Its a unique arrangement. It isnt a threat to Indias integrity at all, he said.
Article 35A empowers the Jammu and Kashmir states legislature to define permanent residents of the state and provide special rights and privileges to those permanent residents.
