KISHTWAR A video has gone viral on social media in which a central government employee can be seen resorting to hate speech against a community with regard to Article 35A in Kishtwar district of J&K.
The video has been shot on August 31 when an Imam of a particular community had appealed people of the district to observe a shutdown in support of Article 35A.
Sources said that on August 31, one Rakesh Parihar who works at National Hydroelectric Power Corporation (NHPC) made a public speech during duty hours in the middle of the road warning certain individuals on the issue of Article 35A in front of Tehsil and Judicial offices. The employee in question not only broke the service rules but also dodged the seniors by delivering a political speech around 3 pm.
Everyone has a right to express himself, but here the man is question has violated all the rules. Being a government employee and that too during duty hours you cant deliver a political speech at the behest of a right wing political party, said an official on condition of anonymity.
Its common in some parts of Jammu for government employees mostly backed and supported by right wing organizations to spew venom against a particular community, the official added.
In the purported video, the said NHPC employee questions the shutdown call forwarded by an Imam of a particular community and asks him not to force some people to observe shutdown. Article 35A is not a religious but a political issue, the man can be seen saying. Even, a youth from handful of audience can be seen in the video raising hateful slogan against people of Kashmir.
Pertinently, the government issues certain orders and advisories regarding the conduct of employees to regulate the public delivery system but there are some employees who make mockery of the whole system.
Recently, the IAS topper Shah Faesal was served show cause notice for his sarcastic tweets castigating the government over increased rapes in the country.
When contacted General Manager NHPC, Yogindhar Kotha told news agency CNS that he has taken cognizance of the matter and action will be initiated against the said employee. (CNS)
