J&K RTI Foundation Meets Advisor Ganai

SRINAGAR — A deputation of J&K RTI Foundation led by its Chairman Er. Irfan Banka Friday met the Advisor to Governor, Khursheed Ahmad Ganai and projected various issues of public interest.

During the meeting the members raised the issues related to J&K Right to Information Act 2009, Public Service Guarantee Act 2011 and Solid Waste Management Rules 2016. A memorandum was submitted to the Hon’ble Advisor to Governor in this regard, wherein, along with problems, possible solutions were also provided. The members urged to implement Section 23 of Jammu and Kashmir Right to Information Act 2009 according to which it is the responsibility of the appropriate Government to prepare programmes and do awareness of RTI Act. 

Banka further submitted that “our state is having laws on papers only and they are hardly implemented in true spirit”. Government should set up a Task Force for the implementation of RTI Act as has been done by the DOPT in 2011. Jammu and Kashmir Public Services Guarantee Act 2011 is an Act which, if implemented in letter and spirit, will solve ninety percent of problems that are faced by a common man in government departments and the use of RTI will reduce to a large extent. He urged to adopt an electronic receipt of Applications under Public Service Guarantee Act as done in many other states citing Bihar as an example.

J&K RTI Foundation also urged the Advisor to remove dumping site from the bank of River Ferozpora as it is polluting the water and has affected the people using it. They further demanded action against all the civic bodies who are not implementing the Solid Waste Management Rules.  

The Advisor listened to the issues and assured to consider their genuine grievances after discussing with concerned officers. He directed the concerned Deputy Commissioner to take immediate action with respect to Dumping Site at Magam. Prominent RTI Activists who were in the deputation included Akhter Hussain, Sheikh Maqbool, Riyaz Ahmed, Arif Ismael, Karar Reshi and Sajad Hussain.
