HC Stays New Categorisation Of Newspapers  

SRINAGAR — Jammu and Kashmir High Court has stayed categorisation of newspapers by taking cognisance of reservations by some editors of empanelled newspapers regarding the new criteria for distribution of Government advertisements.

A bench of Justice Janak Raj Kotwal of High Court (Jammu wing) stayed the categorisation on a petition fouled by one Surinder Sharma and issued notice to government for a response within two weeks.

Advocate Abhinav Sharma on behalf of petitioner Surinder Sharma pleaded that petitioner feels aggrieved of the items 4,8, and 9 of the criteria adopted by DIPR for the categorisation of empanelled newspapers and periodicals for distribution of the government advertisements, primarily on the ground that the conditions so imposed are contrary to and not in consonance with the advertisement policy, formulated by Govt vide Order No. 09-ID of 2016 dated 4-3-2016 pursuant to State Administrative Council (Cabinet) Decision No. 11/3/2016 dated 3-3-2016.

The petitioner has serious reservations over giving 10 points to editors having own printing press and nothing to those editors who don’t have their own printing press. Secondly the petitioner is aggrieved of requirement of Employees Provident Fund (EPF) account for minimum 10 employees besides ESI of as many as employees engaged with newspapers.
