First Day, First Show: ‘Ensure No Civilian Casualties’ 

SRINAGAR — Jammu and Kashmir Governor Narinder Nath Vohra has urged the Army and other security forces to ensure that no civilian casualties take place during the counterinsurgency operations. He has also asked to ensure that other collateral damages in such actions are also avoided.

The advisory comes in the backdrop of killing of a number of civilians in a series of incidents that took place during the cordon-and-search operations launched by various security forces to flush out militants in different parts of the Valley in the recent past. The authorities admit that such incidents have only augmented anger among the people and have often created serious law and order situations.

Confirming that the Governor has asked the Army to avoid collateral damage during counterinsurgency operations, a statement issued from Raj Bhavan in Srinagar said that Vohra had had a one-on-one meeting with Army’s Northern Command chief Lt Gen Ranbir Singh during which “certain issues about the need for very close coordination in security management in the Valley particularly keeping in view the need to ensure against collateral damage in counter-terrorist operations” were discussed.

Soon after the State was brought under Governor’s rule on Wednesday morning, Vohra chaired a security review meeting with senior officials of the J&K police, the Central forces, the Army, various intelligence agencies and civil administration to discuss the security scenario of the state.

“A wide range of security management issues relating to the state came up for threadbare discussion,” a Raj Bhavan spokesperson said.

The spokesperson added that while reiterating the importance of maintaining constant surveillance on the ground situation, the Governor asked that immediate action must be taken on reports received from any quarters regarding any problem arising from security management.

The Governor also directed Chief Secretary B B Vyas “to closely monitor and ensure prompt redressal of all difficulties and grievances faced or voiced by the people besides to ensure that there is no delay in the implementation of welfare measures and development works on the ground”.

The Governor also stressed on the need of cohesive action to be taken to enforce constant vigil on the International Border (IB) and Line of Control (LoC) with Pakistan, effectively maintaining internal security and ensuring the safety of protected persons, sensitive establishments and installations.

 “In this context, he asked representatives of all the security forces and agencies to identify all existing gaps and ensure coordinated action on the ground for providing prompt and strong counter terror responses on all fronts,” a statement said.

Referring to a recent incident (murder of journalist Shujaat Bukhari), the Governor stressed on the need of prompt action to be taken to ensure the safety and security of the people at large by making fullest possible use of all available technologies.

The meeting also reviewed important security-related issues with regard to the Amarnath Yatra which is scheduled to commence on June 28 from both traditional Pahalgam and shorter Baltal routes.

Vohra also visited the Civil Secretariat in Srinagar to hold a separate meeting with all the administrative secretaries and the senior most police and forest service officers and asked them to review and ensure prompt and efficient delivery of various public services to the people of the state and implementation of various schemes including those falling under the Prime Minister’s Development Programmes – 2015.

Vohra to carry major reshuffle in administration soon

The Governor NN Vohra, who assumed all func­tions of the Government of the State after sudden split of PDP-BJP alliance, is effecting a major reshuffle in top bureaucracy and police, highly placed sources told GNS on Wednesday.

They said soon after the proclamation for the gover­nor’s rule was issued, Vohra took stock of administration functioning in the state.

Sources privy to several meetings chaired by him told GNS that Vohra expressed dis­pleasure over the functioning of the state administration, especially in key areas.

They said that immediately there will be a major reshuffle in state’s bureaucracy. Sources said that top police officers are also being reshuffled.

Soon after assuming the charge, the Governor held meet­ing with all the Administrative Secretaries and the senior most Police and Forest Service of­ficers at the Civil Secretariat here. He directed Administra­tive Secretaries and DGP to ensure that all Government functionaries attended office punctually and their presence is daily monitored through the Bio-metric attendance system. He said administrative secre­taries shall personally review and ensure prompt and efficient delivery of various public ser­vices to the people of the State, complaints regarding delays, irregularities and corruption must be dealt with most sternly and those responsible should be proceeded against without any fear or favour.

He also directed Chief Secre­tary to have prepared by tomor­row department wise lists of all pending cases and forward the same to him with his remarks re­garding the reasons for delay. He asked Chief Secretary to ensure that every important matter was timely disposed of and all cases which required higher level ap­provals should be sent to the Governor.

Vohra seeks status of Panchayat Elections, salary to SSA teachers, cleaning of Dal

Governor N.N. Vohra held a meeting with all the Admin­istrative Secretaries and the senior most Police and Forest Service of­ficers at the Civil Secretariat here today. This was the Governor’s first visit to the Civil Secretariat after the imposition of Governor’s Rule in the State earlier today.

Governor directed Administra­tive Secretaries and DGP to ensure that all Government functionaries attended office punctually and their presence is daily monitored through the Bio-metric attendance system; Administrative Secretaries shall per­sonally review and ensure prompt and efficient delivery of various pub­lic services to the people of the State; complaints regarding delays, irregu­larities and corruption must be dealt with most sternly and those respon­sible should be proceeded against without any fear or favour.

Governor asked the Adminis­trative Secretaries to send him reports regarding the to date prog­ress of Prime Minister’s Develop­ment Programmes – 2015; causes of delay in the enactment of State legislation on the analogy of the Central Disability Act 2016; rea­sons of failure to implement the required measures for the conser­vation and cleanliness of the Dal Lake; implementation status of all flagship Central Schemes; sta­tus of construction of bunkers in villages located along the IB and LoC; timely payment of relief to the victims of border firing at IB/ LOC; status of preparations for holding Panchayat and Munici­pal Elections; position regarding stocking and supply of food and other essential commodities by Food and Civil Supplies Depart­ment; to-date status regarding the writing of Annual Performance Reports and filing of Annual Prop­erty Returns by State Government officers; implementation status of LED Bulbs distribution all over the State for securing economy in the use of electricity; to-date position regarding compassionate appointment cases under SRO-43; implementation status of the Non- Functional (Monetary) Scheme (NFS) for KAS Officers; action taken with regard to the payment of salaries and issues faced by the SSA teachers; and other issues.

Governor asked Chief Secretary to have prepared by 21st June, 2018 department wise lists of all pend­ing cases and forward the same to him with his remarks regarding the reasons for delay. He asked Chief Secretary to ensure that ev­ery important matter was timely disposed of and all cases which required higher level approvals should be sent to the Governor.

Governor expressed concern and directed Administrative Sec­retaries to ensure the timely utili­sation of all available resources, particularly the funds available under the State Plan and the vari­ous Centrally Sponsored Schemes.

Earlier, on arrival at the Civil Secretariat, the Governor was re­ceived by B.B. Vyas, Chief Secre­tary, Dr. S.P Vaid, DGP and R.K. Goyal, Principal Secretary, Home. Governor was accompanied by Umang Narula, Principal Secre­tary to Governor.
