Jammu: A day after a non-governmental organization Centre for Peace and Protection of Human Rights raised questions over the functioning of Koul Commission probing 2010 killings, asking Law Ministry to seek explanations from the Commission, Retired Justice Moti Lal Koul said due to busy schedule of Chief Minister Mehbooba Mufti, the Commission could not submit the report.
We have been camping in Jammu from past ten days, but didnt get an opportunity to meet Chief Minister Mehbooba Mufti due to her busy schedule. We have completed our report and hopefully we will submit it before the Chief Minister within one or two days, Koul said.
Koul Commission was constituted by the previous Omar Abdullah led government to enquire into the circumstances, leading to deaths by firing, or otherwise, in law and order situations in different districts of Kashmir Valley, during 2010.
Koul said that delay occurred in the submission of the probe report as the records were destroyed during the devastating 2014 floods.
Our report is in a sealed envelope and this envelope will be handed over to Chief Minister Mehbooba Mufti. We have in fact sought an appointment with the Chief Minister and hopefully in next two days meeting will take place and report will be submitted, he said.
Responding to a question, Koul said that his job was to probe the killings which he did and now it is up to the government to implement the recommendations of the Commission and initiate action against the indicted personnel. (CNS)
