Half-Yearly Targets For All Ministries, J&K Chief Minister Tells Bureaucrats

SRINAGAR: In her first interaction with the commissioners and the secretaries, the Chief Minister Ms Mehbooba Mufti said the government will rely mainly on the Information Technology to prevent corruption and ensure transparency.

Officers told  that the Chief Minister was cordial but clear on what was on her mind.

She said she will be introducing the file tracking system so that no minister sits on a file for more than three days, one officer said. She said the IT department would be revived and used in governance issues. The Chief Minister put on record the good work that governor’s administration did and insisted the project awaiting completion should be completed. She told the meeting that the dreams that Mufti Sayeed, her father, had seen about J&K would be translated into reality. She sought help from the officers in delivering development and justice as quickly as possible.

Offering her blueprint of the governance, Ms Mufti said all ministries would get a six months target which will be reviewed twice in a year. The targets would be fixed by her in a meeting with the minister and the concerned officers.

Chief Minister regretted that part of the Union Government devolutions through the Union Government sponsored schemes is not being used as a result of which they lapse. She said her government will take the CSS very seriously so that J&K’s performance is at least at par with other states like Gujarat.

Ms Mufti flagged the issue of waste management in the twin capital cities of Jammu and Srinagar and wanted officers to offer solution to the grave crisis. With State Police Chief also part of the meeting, Chief Minister said she wants a corruption free police.]

Mehbooba Keeps Two Cabinet Berths Vacant

Srinagar: As the four PDP men faced axe after Mehbooba took over the next J&K’s chief minister, the two cabinet berths have fallen vacant.

Interestingly, unlike Mufti’s 25 council of ministers, only 23 ministers took oath today.

Among the biggies who faced axe, included Altaf Bukhari and Javeed Mustafa Mir—both ministers in Mufti’s cabinet. The duo’s omission has come on “dissidence” and “performance basis” respectively.

Unlike her father’s cabinet, Mehbooba apparently has only 14 cabinet ministers—nine from PDP and five from BJP. The notable omissions are BJP’s Sukhnandan Kumar and PDP’s Altaf Bukhari and Javeed Mustiafa Mir.

While BJP replaced Kumar either with Chaudhary Shyam Lal or Ajay Nanda, the PDP is yet to name its replacements, keeping the options open.

Sharma was named as accused by police under an FIR number 133/2008 U/S 7/27 Arms Act, 302, 436, 188,435,336,149,153 RPC in 2008 Kishtwar communal riots.

The 39 year old legislator Sunil Kumar Sharma son of Bhansi Lal, a resident of Hatta village of Kishtwar was not touched by police even after his name figured in the First Information Report.

The police report says that Sharma was a member of the group that had allegedly attacked people from the other community, killing two persons and leaving several others injured during the communal clashes.

During his last stint as Minister of State for Revenue, Sharma remained in controversy for a long time after he directed district administration to issue State Subject Certificates at school level. (CNS)
