JAMMU: While disposing of a complaint about the regularization of the service of Muzaffar Ahmad Shaksaz on the post of orderly in Fisheries Department on fake documents, the State Vigilance Commission (SVC) has asked Vigilance Organization (VO) to register a case against the beneficiary and all those officers/officials, including former Director, N.A.Qureshi, of Fisheries Department involved in making appointment and regularization of Muzaffar Ahmad Shaksaz, orderly without following relevant rules and regulations prescribed by the Government for the post.
As per the history of the case, Muzaffar Ahmad Shaksaz was appointed as orderly vide order No. 299 of 2006 by then Director Fisheries N.A.Qureshi for a period of one year in the first instance and his continuation on the post was conditional with his work and conduct. Leaving aside all the contents and conditions of the order, the Director, Qureshi regularized the service of the orderly Muzaffar Ahmad Shaksaz within two months after appointment on 27.09.2006, which speaks itself about the mala-fide intentions of the officer.
Earlier, the Commission had taken cognizance of a complaint received by it and asked the present Director Fisheries to conduct an enquiry into the matter and submit action taken report to the Commission for further action. As per the interim report, submitted by the Director Fisheries, the orderly, Muzaffer Ahmad Shaksaz was allowed to work temporarily as orderly in the pay scale of Rs. 2550-3200 for a period of one year w.e.f 01-08-2006 vide order No. 299 of 2006 dated 12-8-2006 and subsequently regularized against the said post vide No. PO/Adm/2006/3305-07 dated 27-09-2006.
While scrutinizing documentary evidence, it was also found that appointment of the orderly Muzaffar Ahmad Shaksaz has been made without advertising the post and inviting applications and without adherence to rules and procedures while the qualification certificate produced by him too proved fake. For utter satisfaction, the Commission also summoned the Principal, Higher Secondary School Achabal and Headmaster, Boys Middle School, Achabal and examined original records related to the case, which revealed that qualification of Muzaffar Ahmad Shaksaz was 6th pass not 8th pass as recorded on the service book of the orderly while his date of birth is 12.01.1980. Deeming it fit cognizable case for action, the Commission has directed Vigilance Organization for registration of case against perpetrators.
