SRINAGAR: Financial Commissioner Revenue (FCR), Pramod Kumar Jain on Monday chaired a high-level meeting of all the Deputy Commissioners of Kashmir region to review the process of carrying out the Agricultural census.

“The GOI has been conducting quinquennial Agriculture Censuses since 1970-71 that provides crucial information on the structural aspects of Indian Agriculture which continues to be the main stay of Indian economy. The concepts and definitions used in Indian Agriculture Census are broadly in conformity with those adopted in the world census of Agriculture,” FCR, Pramod Kumar Jain informed the officials.

He said the Agriculture Census in India relies heavily on the system of Land Records as prevalent in large part of the country. An Agricultural operational holding is the ultimate unit for taking decision for development of Agriculture at micro level and it is for this reason that an operational holding is taken as the statistical unit of data collection for describing the structure of agriculture. He said that periodic Agriculture Census is important as this is the main source of information on basic characteristics of operational holdings such as Land Use and Cropping Patterns, Irrigation and Tenancy Particulars, he maintained.

Mr. Jain further maintained that this vital information is tabulated by different size classes of holdings and social groups including Scheduled Castes/ Scheduled Tribes which are needed for development planning, soco-economic policy formulation and establishment of national priorities. He informed that the main objectives of Agriculture Census is to describe the Structure and Characteristics of Agriculture by providing Statistical data on Operational Holdings, including Land Utilization, Irrigation, Irrigated and Un-irrigated area under different Crops, Livestock, Agricultural Machinery and Implements, use of Fertilizers, Seeds, Agricultural Credits etc.

He said that the supervision plays an important role in improving the quality of the data collected through census and an effective supervision shall be organized at different levels to ensure that the various Phases of Agr. Census work is carried out according to the prescribed time schedule and instructions. The supervision has to be done by two categories of staff viz i. Administrative and Statistical,” he said.

He directed that the administrative supervision has to be done by Revenue Inspectors, Deputy/ Naib –Tehsildars and SDO. Revenue Inspectors should inspect the work of tabulation done by Patwaries in each Patwar Circle.

“ The officers above the level of Revenue Inspectors should also inspect work in some villages in revenue circle. The Statistical supervision may be carried out using district level statistical staff”. He said that a State Coordination Committee will be constituted to review the progress from time to time. The Committee will be headed by Agriculture Census Commissioner of the state who is the Financial Commissioner (Revenue) and at district level it would be headed by the Collector/ Deputy Commissioner who will be designated as District Agriculture Census Officer. Members of this committee may include representatives from district authorities of revenue, agriculture and statistics.
