Agenda of Alliance and PDP

After Kashmir accession instrument with India on certain conditions, a document crafted by Late Mufti Mohammad Sayeed and his party colleagues called ‘Agenda of Alliance’ is a historical and path changing in nature provided it is implemented in letter and spirit. Perhaps this is the reason some of the PDP leaders like Naeem Akhter call it a sacred document.

This was at least two months exercise between intellectual class of PDP and important brains of India’s extremist political party BJP that this historic document was prepared and interestingly agreed by BJP in principle. The significance of this document increases when one sees the signatories of the agreement are those who have always been against the issues agreed by them in this agreement in reference to Kashmir. In fact, these were the people and parties who had always been against any concession to Kashmir and Kashmiries. However, in this document, these parties agreed to accept  all those demands of Kashmir which they always not only opposed but campaigned against. It is not my opinion alone even some extremist forces and opinion makers of Sangh Parivar have always been saying that BJP has surrendered before PDP and they go further saying that this agenda and agreement was endorsed and drafted by separatist camps in Srinagar .  So, in this context, if seen deeply this ‘ Agenda of Alliance’ will have great impact and importance in future.

For instance, first time in the past 68 years of Kashmir history that the parties like BJP has agreed not to challenge or fiddle with the existing constitutional status of Jammu and Kashmir saying that article 370 will continue and status quo will be maintained on this issue. Similarly, BJP has always been against the return of power projects to the state and it never wanted to see the J&K economically self-sufficient. But, here in Agenda of Alliance, same BJP agrees to return the power projects of the state. If it is done, it will be a historical step and achievement of PDP. Even for long NC and its leader Omar Abdullah has been making this demand .Even BJP has agreed to vacate the lands under Army occupation in populated areas of the state. And it means army has to go back to barracks.Apart from this, the document also agrees to start dialogue process with all stake holders in J&K  and to create friendly environment with Pakistan to address the long pending Kashmir issue.

Although there had been many agreements  between Delhi and Srinagar in past too, like  1953 and 1975 or 1987  but these agreements were done only between two personalities and no body knew what had transpired in those agreements and what was achieved by Kashmiri leaders. It seems all these agreements and alliances were done only for the sake of power and no condition was ever put by the state leadership  of that time before sharing power with the parties representing Delhi.
