JAMMU: Commissioner Secretary, Agriculture Production, Mr Mohammad Ashraf Bukhari reviewed the State Plan – CAPEX Budget and progress of implementation of various Centrally sponsored Schemes (CSS) of Agriculture and its allied sectors at Agriculture Complex, Talab Tillo, Jammu today.
Mr Bukhari stressed upon all the officers to conduct administrative inspections, hear public grievances, hold timely DPCs, maintain strict financial discipline and Aadhaar Based Direct Benefit Transfer (DBT) to beneficiaries of all the schemes under implementation. He directed the officers for monitoring punctuality in all the offices and to ensure installation of Aadhaar Based Biometric Attendance System. Mr Bukhari also stressed upon the maintenance of cleanliness and sanitation in & around offices as envisaged under Swachh Bharat Abhiyan.
The aims, objectives, scope and nature of projects being implemented by the Departments were discussed in detail where in Mr Bukhari stressed on judicious and timely utilization of funds and desired that proper documentation should be done right from pre-execution (Planning) stage for formulation of realistic and comprehensive plans at Panchayat, Block and District level.
It was also emphasized that the assistance envisaged under various schemes be actually provided to farmers & should be put in public domain, so that the rightful claimants get the benefits in time. The Commissioner insisted on proper identification of beneficiaries and rational allocation of targets for equitable development of areas.
Commissioner Secretary reviewed the physical and financial achievements under Rashtriya Krishi Vikas Yojana (RKVY), National Vegetable Initiative for Urban Clusters (NVIUC), National Food Security Mission (NFSM), National Mission for Sustainable Agriculture (NMSA), ATMA, Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), National Mission on Oilseeds and Oil Palm (NMOOP), ISOPOM, Soil Health Card Scheme, National e-Governance Plan Agriculture (NeGP-A), Seed Village Programme (SVP), Sub-Mission on Agriculture Mechanization (SMAM) Mission for Integrated development of Horticulture (MIDH) Schemes and Market Intervention Scheme (MIS).
He called for convergence among all allied departments so that the physical and financial resources are utilized judiciously. He directed all the HODs to conduct pending DPCs at the earliest so that the rightful claimants are promoted. The progress under also came under discussion.
Dr. S. S. Jamwal, Director Agriculture, Jammu, Sh A. K. Malhotra, Director, CAD, Jammu, Sh A. K. Sharma, Director Horticulture, Jammu, Dr. Malik Farooq, Director Sericulture, J & K explained in detail the physical and financial achievements for the current financial year and preparations of plans through Power-point Presentations.
Dr. J. P. Sharma, Director Research, SKUAST (J), Mr M. R. Mattoo, Director (Planning), APD and other HoDs of allied departments also participated in the deliberations.
