PhD Students protest against MSP order of Public Service Commission

SRINAGAR:  The PhD students from Kashmir Valley Wednesday staged a protest against the MSP orders of the J&K state public service commission.

The protesting doctors said that the recent orders by JKPSC regarding ineligibility of those who have done PhD before 2009 and conflicting stands taken by the Universities of Jammu as well as Kashmir have been affecting them badly.

The candidates who have done PhD before 2009 told CNS that have followed UGC guidelines present at their time and could not carry out course work as it was not then part and parcel of PhD programme. They said that 2009 Minimum Standards Procedure regulations clearly mention that course work should be completed successfully before undertaking actual work for PhD which was introduced in Indian universities in 2011 so all those candidates who were admitted before 2011 were not able to do course work before actual research work making them as ineligible as others who completed before 2009 and if they have obtained 2009 MSP certificate by doing course work after actual research work then that MSP is as invalid as of those who have been awarded PhD before 2009 and got MSP certificate which have been rejected by JKPSC.

They further claimed that it is very unlikely that students who were admitted in 2011 as per UGC guidelines would have completed PhD in 2013 after completing course work and their actual research work and other formalities in just two years thus making everyone who has done PhD ineligible for these posts. “Incidentally, even today Kashmir University conducts only Entrance test for PhD and is not followed by interview which is mandatory as per UGC 2009 guidelines.”

The aspirants who have completed PhD before 2009 claimed that if 2009 MSP regulations are followed in letter and spirit, then no research scholar who has completed PhD and is seeking exemption from NET/ SLET on basis of UGC 2009 Regulations will remain eligible for these posts so they maintained that it is duty of government and JKPSC to find ways so that research scholars who spent 5-6 years of their life to get these degrees are not made ineligible for these posts.

They further said that if 2009 MSP regulations are followed then it will raise question about relevance of appointment of teaching positions made by state universities /government from 2009 till date on the basis of PhD as equivalent to NET/SLET and their fate on being contrary to MSP 2009 regulations.

The protesters claimed that when Haryana Government can intervene to make PhD applicants who completed PhD before 2009 eligible for these posts, State Government should also take policy decision to make them eligible followed by written test for all aspirants so that actual high standards are maintained for the higher education system in the State.
