Srinagar:The State government has formed 5-member committee to examine genuineness of the tariff quoted for installation of Waste to Energy Plant at Achan in outskirts of Srinagar.

The panel reportedly headed by Commissioner SMC has been formed under the direction of the National Green Tribunal, New Delhi.

The other members of the panel include development Commissioner Power, Director Finance Housing & Urban Development Department, Chief Engineer, EM&RE Kashmir, Joint director Planning Housing & Urban Development department.

The Committee, according to government, has been tasked to examine the genuineness of the tariff quoted by the successful bidder in the bidding process for installation of Waste to Energy Plant at Achan, Srinagar.

The panel has to take into account the views of the successful bidder for the cost of the project as well as the tariff quoted by it. The available benchmark for tariffs, i.e. those determined by CERC/SERC and those approved for similar projects in other States, be considered while working out the feasibility

The panel has been also tasked to look into the factors, both macro and micro, which are unique to the installation of projects in J&K State, particularly in Kashmir Valley, which have ramifications on costs and thus need to be factored in the overall tariff, including the issue of land for dumping in the absence of such a facility.

“The Committee shall submit its report along with its recommendations by or before January 3, 2016,” the government order added.
