Srinagar: Taking a dig at State government for ruining the academic culture at Islamic University of Science and Technology, Joint Secretary University Grants Commission Nisar Ahmed Mir Wednesday said that after the completion of tenure of the founder vice-chancellor it was expected that State government may take a careful decision and appoint a Vice Chancellor from Higher Education system. But unfortunately it again committed a mistake and got the person from Agricultural sector. The Vice Chancellor further aggravated the problem while bringing his close aide as Registrar from the Agricultural University. It became a vicious circle and IUST became a scapegoat, he said.
Mir told that the first Vice Chancellor of the University though a competent social thinker had served in some foreign country and had a poor knowledge of Indian Higher Education system. He became much dependent on the Registrar who had severed in Agricultural University and had little knowledge of Indian Higher Education System. The university could takeoff well as compared to other two sister universities. This university besides having location advantage had another major advantage that it got the readymade buildings from Wakf and it had just to start while as other two had to carve out from the hilly mountains, he said.
He said that IUST from the beginning landed in rough weather due to some hasty decisions. First from the very beginning it has unfortunately been treated as an offshoot of Agriculture University, which was a big blunder. The decision maker missed this fact that Agriculture Universities and Normal Universities are governed by different rules and regulations. The Indian Council of Agricultural Research (ICAR) is an autonomous organization and the apex body for co-coordinating, guiding and managing research and education in agriculture universities throughout the country while as University Grants Commission (UGC) is the apex body to manage the affairs of normal Universities in the country. So the experience gained at Agriculture University can be of no use, he said.
