Capacity building is the assistance provided to entities, usually developing country societies, which have a need to develop a certain skill or competence, or for general upgrading of performance ability. Since the world is witnessing rise in the conflicts in different parts including Southeast Asia and South Asia. So, in contemporary world, we need skilled professionals to work for peacebuilding in conflict and post-conflict areas of the world in general and Asia region in particular. Mostly capacity is built by societies themselves, sometimes in the public, sometimes in the non-governmental and sometimes in the private sector. But, there are many international organizations, like UN-family, providing capacity building as a part of their programme of technical cooperation with their member states. Private sector, consulting firms, or non-governmental organizations (NGOs) have also offer capacity building services. Sometimes NGOs, in developing countries are themselves recipients of capacity building. Capacity Building is, however, not limited to international aid work. Capacity Building is much more than training and includes the following: Human resource development, the process of equipping individuals with the understanding, skills and access to information, knowledge and training that enables them to perform effectively.
Furthermore, capacity building relates to many aspect of its work: it can be improved governance, leadership, mission and strategy, administration (including human resources, financial management, and legal matters), program development and implementation, fundraising and income generation, diversity, partnerships and collaboration, evaluation, advocacy and policy change, marketing, positioning, planning, etc. For individuals, capacity building may relate to leadership development, advocacy skills, training/speaking abilities, technical skills, organizing skills, and other areas of personal and professional development.
Initiatives and programmes for the capacity building aiming to develop professional civilian peacebuilders is the need of hour. It helps in the development of professionals so that they can apply the knowledge and skills to the actual work in the field and to be ready for the tasks ahead. The United Nations Volunteers (UNV) programme is the UN organization that contributes to this initiative of capacity building for the peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contribute to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement and solidarity.
