Govt Mulls Appointing ISM Docs for New-type PHCsr

Orders detachments, strict implementation of dress code

JAMMU: To promote Indian system treatment facilities in the State, the Government is considering appointing ISM Doctors and Pharmacists at all New Type Primary Health Centres opened in various parts of the state in recent past.

This was revealed by Minister of State for Health Shabir Ahmed Khan, while chairing a review meeting of the ISM department.

The Minister said that Government has submitted a proposal for engaging 436 ISM medicos and 436 ISM pharmacists in 436 new PHCs to the Centre for approval under NRHM funding. He said concerned authorities have been directed to pursue the matter vigorously at the Centre to facilitate early engagement of these doctors and pharmacists in such health institutions.

Director ISM, Dr. Abdul Kabir, Deputy Directors and Assistant Directors of all districts, besides medical superintendents of ISM hospitals attended the meeting.

The meeting reviewed the physical and financial achievements besides new initiatives taken by the government for expanding ISM treatment facility in the State.

The meeting was informed that 50 bedded Unani Hospital at Shaltang Srinagar, taken up at an estimated cost of Rs. 12.25 crore, is nearing completion, while as OPD block of the hospital has been thrown open for the patients in July last. It was informed that work on construction of additional block of 50 bedded Ayurvedic Hospital Jammu, taken up at a cost of Rs. 4 crore, is in progress, while the construction of Rs. 7.50 crore 50 bedded integrated AYUSH Hospital Harwan would be taken up in near future. It was informed that for the purpose 15 kanals of land at picturesque, Harwan has been taken over by the department and funds amounting to Rs. 6.37 crore have been released by the Centre, while a rented building has been hired to start the OPD block of the hospital.

The meeting was further told that work on Rs. 32.50 crore Government Medical college Unani, Nawabagh Ganderbal is a pace and   about Rs. 5 crore has been expended on the execution so far. The work on Ayurvedic medical college Akhnoor is also apace at an estimated cost of Rs. 25.80 crore against which Rs.6.19 crore have been  utilized so far on its construction, the meeting was informed.

The meeting was informed that during last 9 months of current fiscal 2327330 patients were provided treatment facilities through various hospitals of the department. 

Under NRHM 438 AYUSH medical officers have been engaged at PHCs. 160 posts of Ayurvedic and Unani medical officers created by corresponding reduction of equal number of posts of Assistant surgeons besides 396 AYUSH Pharmacist have also been engaged under this mission at PHCs across the State.

The Director ISM on the occasion gave a detailed power point presentation on physical and financial achievements of the department.

Speaking on the occasion, the Minister stressed for strict implementation of dress code in all health institutions, besides ensuring monitoring of developmental projects by the concerned Assistant Directors of the Districts for time bound completion of the same.

The Minister issued on the spot instructions for cancellation of all attachments in health institutions of the department, besides holding of regular meetings of Rogi Kalyan Samitis in consultation with concerned MLAs. He also instructed for stocking of adequate life saving medicine in remote health institutions for convenience of people, adding that patient care was the priority of the Government and any negligence in this regard shall not be tolerated.

The Minister assured the employees of the department that government would consider all their genuine demands sympathetically.
